Who is Eligible to Register a Complaint?

To protect network operators against frivolous or malicious claims and ensure complete legal standing during arbitration, the APNA Dispute Resolution Cell adheres to strict eligibility standards:

  • Must be a Verified APNA Member: Only officially registered and verified network operators can summon the Dispute Committee.
  • Basic (Free) Members Cannot Register Complaints: Basic tier accounts have directory listing only and are NOT eligible to file formal complaints. You must upgrade to an Executive or Premium tier.
  • Portal-Only Submission: Complaints cannot be submitted via public forms or third parties; they must originate inside the secure APNA Member Portal with uploaded evidentiary documents.

Step-by-Step Complaint & Dispute Process

APNA guarantees an impartial, structured dispute workflow ensuring rapid interim relief, evidentiary review, and legally enforceable arbitration.

Verify Account Tier

Ensure you are an active, verified APNA Member on an Executive or Premium tier. Basic members cannot lodge complaints and must upgrade before proceeding.

Assemble Documentary Evidence

Collect formal documentation: written agreements, bank slips, unpaid invoices, NOCs, photos of damaged fiber, or technical logs demonstrating the breach or fraud.

Submit in Member Portal

Log into the Member Portal, navigate to the Dispute & Complaint Cell, complete the verified complaint form, and upload your digital evidence dossier.

48-Hour Scrutiny & Notice

The APNA Dispute Committee reviews the application within 48 hours. A formal summons and inquiry notice is served to the respondent operator under association bylaws.

Arbitration Hearing

A neutral panel of senior telecom and legal panelists conducts a digital or in-person hearing where both operators present evidence and contractual defenses.

Binding Verdict & Escalation

A binding resolution is issued. In cases of financial fraud or malicious sabotage, default cases are escalated directly to PTA and FIA Cybercrime for criminal action.

Non-payment for IP transit/bandwidth, unhonored cheques, fraudulent sub-operator commitments, or contract abandonment.

Territorial Infringement

Encroachment on exclusive service sectors, unauthorized pole sharing, and violations of local operator boundaries.

Bandwidth & IP Piracy

Unauthorized BGP route hijacking, illegal grey traffic routing, illicit bandwidth sharing, or targeted DDoS attacks.

If your business is not yet registered with APNA, you must first apply for membership before seeking association arbitration.

Upgrading is simple. If you are already logged in, navigate to our Membership Packages page, choose the Executive or Premium package, and upload your fee deposit slip. Upon verification by our admin team, your account privileges will be immediately activated.

Depending on the complaint type, you should provide: (1) Written contracts or agreements, (2) Invoices or bank statements proving payment default, (3) Photographic evidence with timestamps for physical fiber sabotage, (4) Technical traceroutes or BGP logs for IP hijacking, or (5) Police DDR / FIR copies if already reported.

Operators failing to abide by the Dispute Committee's binding decision face immediate association sanctions, including expulsion, national industry circular blacklisting (warning other upstream providers against selling transit), and formal reporting to the Pakistan Telecommunication Authority (PTA) and FIA Cybercrime Wing for regulatory and legal sanctions.
